For a foreign national to become a permanent resident of Canada they must apply for and be issued with a permanent Canada immigration visa. A Canadian immigration visa endows the holder with the ability to live and work anywhere in Canada, in a profession of their choosing, and can lead to Canadian citizenship and the ability to sponsor family members to become residents of the country.
Canadian Immigration policy recognises the concept of dual intent, which permits an applicant for Permanent Residency to simultaneously apply for Temporary Residency, allowing them to spend time in Canada while the longer, permanent visa is being assessed. Such applicants must however leave and re-enter the country as a permanent resident, if the permanent visa is granted.
