An initial 200 jobs will be created when Microsoft opens its new software development centre in Vancouver, BC; a number which could grow substantially in time and see an increase in the demand for skilled migrants in the IT and electronic sectors.
The announcement of the new development has sparked debate as to why Microsoft should chose to open the new centre north of the US border. One of the main apparent reasons is the fact that skilled migration to the US is constrained by restrictions placed on the number of H-1B visas granted every year.

Employers looking to apply a prospective employee on a temporary work permit need to obtain a labour market opinion meeting the following requirements:
- that the job is genuine
- that the position is unable to be filled by Canadians and proof of recruitment attempts must be shown
- wages and working conditions are comparable to those offered to Canadians working in the same occupation
- Labour market benefits eg. that the hiring of the foreign worker will transfer skills and knowledge to Canadians, or the employment of the foreign worker will create job opportunities or help retain jobs for Canadians
- the employment of a foreign national will not vaffect a labour dispute or the employment of a Canadian involved in a dispute

England’s problem — a projected surplus of 3,200 specialists by 2010 — could spell a medical boon for Canada, with provinces eager to snap up the doctors.
British Medical Association chairman James Johnson told reporters in London yesterday that specialists may move to Canada, the United States or Australia if they cannot find jobs in their home country.
This is exactly the type of labour shortage Canada should move quickly to address. Currently, foreign doctors must qualify nationally and provincially even if they have qualified to come to Canada under the current immigration policy.
When you consider the fact that there are over 3000 doctors in Canada that have been trained in the United Kingdom, it should be apparent that the path to Canada should be smoothed over for their welcome since they are a proven entity here.
