Canada’s Legislation Protecting Foreign Workers Strengthened

Canadian immigration strengthened the legislation protecting foreign workers in response to calls from trade unions highlighting the problem of immigrant exploitation.

The new legislation was set in place to guide all Canadian employers hiring foreign workers against stricter rules on how to treat those employees. Canadian immigration authorities changed the rules in response to growing number of complaints from trade unions which pointed out that specifically temporary foreign workers are repeatedly being taken advantage of.

The Canadian Immigration Minister, Jason Kenney, wants to strengthen laws in the first stage of recruitment when workers are sought to fill employment gap in key Canadian industries. The new legislation will protect employees against health and safety issues and withholding wages.

Mr Kenney stated that employers that will not act according to the new legislation will not be allowed to employ foreign workers and their names will be put on the Canadian Immigration and Citizenship Department website.

Immigration revived Canada’s Small Towns

Small towns in Canada have benefited from overseas skilled workers coming to the country to find a new home and settle.

According to a new report prepared by the conference Board of Canada shows that quite few small towns were saved by increasing number of newcomers.

The report, ‘Immigrant-Friendly Communities: Making Immigration Work for Employers and Other Stakeholders in Small-Town Canada’, emphasizes the importance of including all local community members in helping immigrants to settle in the country. Each local group and institutions have an important role to play in order to make it all work.

The report also states that the existing skills shortage gap is being filled by Canada work visa holders moving to the country. However, the more Canada visa holders choose to settle in regional communities, the more healthy job markets of major Canadian cities are.

Town of Yellowknife can serve as a great example. 12,7 per cent of its population consists of immigrants. Most of them work for the region’s diamond industry and possess specialist skills relevant to the industry.

New initiative in Ontario to help newcomers to settle

The Ontario Ministry of Citizenship and Immigration teamed up with the Canadian Immigration and Citizenship Department to set up two new initiatives to help immigrant families settle.

The two institutions want to spend $459,000 to form a local partnership council for the city of Guelph. Over 7,000 immigrants decided to settle in Guelph over the last 10 years. The new council’s responsibilities will include close cooperation with employers, school boards and settlement services agencies to make it easier for immigrants to settle into the community.

Thanks to the Canada-Ontario immigration agreement, a total of £3 million will be invested across Ontario to provide help to immigrants.

Karen Farbridge, Guelph’s Mayor, stated: “We are very pleased that, with the support of Citizenship and Immigration Canada, we will be able to develop an integrated, coordinated strategy to make Guelph and Wellington a more welcoming place for newcomers to Canada and our community.”

$146,397 will be given to the Regional Municipality of Niagara to aid immigrants who chose to settle in the area. The initiative is very similar to the one in Guelph. Over 11,000 immigrants settled in Niagara over the last 10 years.

Peter Partington, Niagara Regional Chairman, stated: “The significant investment of federal funding through the Canada-Ontario Immigration Agreement will provide new and improved opportunities for new Niagarans, further strengthening the fabric of our communities.”

The new legislation drafted by Canadian immigration authorities would give Canadian visa officers the power to stop visa application process of live-in caregivers when they suspect applicants will be exploited by their employer. Some lawyers say it may make it difficult for some females who intend to move to the country.

Bill C-45 is to put a stop to female immigrant exploitation. However, Cecilia Diocson, the National Alliance of Philippine Women in Canada representative, believes that the legislation could do more harm than good.

Mrs Diocson stated that the new legislation may prevent many immigrant women from coming to Canada to work in the care industry. “The power to refuse entry if he thinks or she thinks (visa officer) the person is not desirable to come” she said.
