Surplus of British Medical Talent Could be Boon for Canada’s Shortage

globeandmail.com: Canada poised to grab medical talent

England’s problem — a projected surplus of 3,200 specialists by 2010 — could spell a medical boon for Canada, with provinces eager to snap up the doctors.

British Medical Association chairman James Johnson told reporters in London yesterday that specialists may move to Canada, the United States or Australia if they cannot find jobs in their home country.

This is exactly the type of labour shortage Canada should move quickly to address. Currently, foreign doctors must qualify nationally and provincially even if they have qualified to come to Canada under the current immigration policy.

When you consider the fact that there are over 3000 doctors in Canada that have been trained in the United Kingdom, it should be apparent that the path to Canada should be smoothed over for their welcome since they are a proven entity here.

Retention of Canadian Citizenship for Canadians born overseas

CIC Canada | Retention of Canadian Citizenship
What this now means is that when a Canadian is born outside of Canada to a Canadian parent, he or she must actually apply to retain their citizenship. In addition they will also be required to spend at least one year in Canada, amongst other things, between the ages of 14 and 28. Although there may be testing involved as well, it is essentially about fostering some kind of nexus between the Canadian born person overseas who might hold a Canadian passport but, would otherwise never or rarely step into the country.

The change in policy will take effect from January 1st, 2007 for all new Canadian Citizenship Certificates that are issued.

Immigration Ethics

Maple Leaf Foods in Brandon is re-jigging its program to import workers after finding out 61 of its employees originally from China paid a fee as part of a deal to get the jobs.
Ethical issues for Certified Canadian Immigration Consultants are governed by the Canadian Society of Immigration Consultants’ Rules of Professional Conduct. While a registered consultant may charge a fee for service, one must be careful not to charge both sides for the same service. In addition, it seems unclear whether or not recruitment services are being provided in addition to the immigration services, but that would depend on the terms and conditions of the contract between Maple Leaf Foods and the immigration consultant doing the work.

New Canadian Immigration Minister

Diane Finley has moved from Service Canada (formerly Human Resources and Social Development) to become the new Minister of Citizenship and Immigration. She has taken over from former Minister Monte Solberg who has now taken Finley’s old job at Service Canada.

This is good news for the industry in that both departments should soon be able to synchronize their policies. It is possible we could see a one stop approach to obtaining labour market opinions and the issuance of work permits. Hopefully a common sense approach will prevail in that both departments will now harmonize and streamline some of the redundant processing issues.
