What this now means is that when a Canadian is born outside of Canada to a Canadian parent, he or she must actually apply to retain their citizenship. In addition they will also be required to spend at least one year in Canada, amongst other things, between the ages of 14 and 28. Although there may be testing involved as well, it is essentially about fostering some kind of nexus between the Canadian born person overseas who might hold a Canadian passport but, would otherwise never or rarely step into the country.

The change in policy will take effect from January 1st, 2007 for all new Canadian Citizenship Certificates that are issued.
